Oregon Jail Mugshots and Inmate Records

Oregon jail mugshots are booking photos taken when a person is brought into a county jail or state prison. Each of the 36 counties in Oregon runs its own jail. The sheriff in each county keeps arrest records, booking data, and custody logs. Most counties post an online inmate roster that shows who is in jail right now. These rosters list names, charges, bond amounts, and booking dates. Before 2022, many of these rosters also showed jail mugshots. That changed when Oregon passed new rules on booking photo access.

The Oregon Department of Corrections runs 14 state prisons. These hold people who get sentences of more than one year. County jails hold people who are waiting for trial or who get short sentences. If you are looking for someone in state prison, use the DOC search tool. For county jail inmates, check the jail roster for that county. Both systems let you search by name at no cost.

The Oregon Offender Search system lets you look up state prison inmates from any device with web access. You can search by first name, last name, or SID number. Results show the inmate's housing location, charges, release date, and a basic description. The system does not show jail mugshots.

How to Find Jail Mugshots in Oregon

Finding jail mugshots in Oregon takes a few steps. Start by figuring out which county made the arrest. Each county runs its own jail and keeps its own records. Go to that county sheriff's website and look for an inmate roster or jail viewer. Most Oregon counties have one. Type the person's last name into the search box. Results will show current inmates with their charges and booking dates. Some counties use systems like Jail Viewer or the PAID portal in Multnomah County, while others post a simple PDF roster.

If the person has been moved to state prison, use the Oregon DOC Offender Search instead. You can search with a partial name by adding an asterisk. For example, type "Johns*" to match Johnson and Johnsen. The tool returns the inmate's facility, charges, and projected release date. It does not show jail mugshots due to state policy, but it confirms custody status for free.

Oregon State Police website for criminal records and jail mugshots requests

The Oregon State Police site handles statewide criminal history checks, which are separate from county jail mugshot searches.

Note: County jail rosters only show people who are in custody right now, not past inmates who have been released from Oregon jails.

Oregon Booking Photo Laws

Oregon House Bill 3273 changed how jail mugshots work in Oregon. The law took effect on January 1, 2022. It stops law enforcement from posting booking photos to the public unless certain rules are met. Before this law, most county jails in Oregon put mugshots on their public websites. Now most do not.

Under ORS Chapter 192, Oregon's public records law, most government records are open to the public. But HB 3273 carved out a specific rule for booking photos. A jail mugshot can only be shared with the person in the photo, another law enforcement agency, a victim of the crime, or as part of a court case. The public can see a booking photo only if the agency finds a law enforcement reason to share it, such as finding a fugitive. Once a person is convicted, their jail mugshot from that arrest may be released.

The law also targets websites that post jail mugshots and charge money to take them down. Under HB 3273, these sites must remove a booking photo within 30 days of a request. They cannot charge more than $50 for removal. If they fail to comply, they face civil liability. This part of the law was passed to stop the mugshot extortion industry that had grown online across Oregon and other states.

County Jail Mugshot Records in Oregon

Each Oregon county sheriff runs a jail and keeps booking records for everyone who comes through the facility. Some counties have modern online search tools. Others use basic PDF lists that get updated each week. The type of system depends on the county's size and budget. Large counties like Multnomah, Marion, and Lane have full online jail viewers with search fields for name, booking date, and charges. Smaller counties like Wheeler, Gilliam, and Sherman share a regional jail called NORCOR and post less data online. No matter the county, the booking record includes the person's name, charges, bond amount, and booking date.

Oregon county jails process thousands of bookings each year. Marion County alone handles about 400 inmates at a time in its Salem facility. The Multnomah County Detention Center in Portland has 676 beds and serves as the main booking point for the Portland area. Jackson County's jail in Medford holds up to 292 inmates and serves police from Medford, Ashland, Central Point, and other cities. Each booking creates a record that is part of the public file, though the mugshot portion is now restricted under Oregon law.

Public Records and Jail Mugshots in Oregon

If you need a copy of an Oregon jail mugshot or a booking record, you may need to file a public records request. Under ORS 192.324, public bodies must respond within five business days. They can either fill the request or send a notice that they need more time. The first 30 minutes of staff time are free. After that, the agency can charge for the work at rates that cover actual costs. Fees over $25 require written notice before the agency can charge you.

For jail mugshots specifically, you must show that your request falls under one of the HB 3273 exceptions. This means you need to be the person in the photo, a law enforcement officer, a party in the criminal case, or the victim of the crime. Post-conviction mugshots may be released to anyone. The Oregon DOJ Public Records page has guides on how to file requests and what to do if a request is denied.

Oregon Judicial Department court records for jail mugshots and case searches

The Oregon Judicial Department provides online access to court records across all 36 counties, which can show the outcome of criminal cases tied to jail mugshots.

Third-party requests are limited in scope and the subject will be notified. The OSP Criminal Justice Information Services Division handles all statewide background checks. This is separate from county jail mugshot records, which stay with each sheriff's office.

Oregon Administrative Rules database for jail mugshots and records policies

The Oregon Administrative Rules database contains the detailed rules that govern how criminal records and jail mugshots are managed at the state level.

Court records offer another path to information about arrests and charges in Oregon. The Oregon eCourt Case Information system lets you search by name or case number. It covers all 36 counties. The free version shows basic case data. A paid subscription through OJCIN Online gives full access to docket entries, hearing dates, and judgments. Court records show case outcomes that jail rosters do not, making them a useful complement when searching for jail mugshot subjects in Oregon.
